In a roundtable discussion on "‘The Role and Responsibilities of Parliamentary Committees in Security Sector Oversight and Security Sector Governance’" with parliamentarians, staffers, defence and security officials Dr. Tagarev presents the process of devising security policies and outlines the respective roles of parliament. He then outlines principles of effective management, emphasizing the need to measure not only inputs, but also the output and the outcomes of the activities of security sector organizations.
